In an historic court ruling today, two Salvadoran Generals have been found liable in a torture case. By THE ASSOCIATED PRESS. Filed at 4:10 p.m. ET July 22, 2002. WEST PALM BEACH, Fla. (AP) -- A jury Tuesday held two retired Salvadoran generals responsible for atrocities committed during El Salvador's civil war two decades ago and ordered the men to pay $54.6 million to three torture victims.
